RHOCP 4.12 MCP keeps going in paused state even after executing pause:false

      Description of problem:

          MCP for master and worker node stay paused even when below commands are executed:

$ oc patch --type=merge --patch='{"spec":{"paused":true}}' machineconfigpool/master

$ oc patch --type=merge --patch='{"spec":{"paused":true}}' machineconfigpool/worker

      Version-Release number of selected component (if applicable):

          4.12.40

      How reproducible:

      Steps to Reproduce:

          1.
    2.
    3.

      Actual results:

          MCP stays in paused state

      Expected results:

          MCP should unpause and update should continue
