Description of problem:
The test is failing because the socat configured on the pod does not support ipv6.
It is confirmed by running on the pod:

The fix can be placed on https://github.com/openshift/origin/blob/6d5063bb04e0395cc93d4c2591e5e1372d8e5119/test/extended/router/idle.go#L149-L154 or the test should be skipped if ipv6 cluster (or ipv6primary dualstack cluster).,¡
