Description of problem:
In https://docs.openshift.com/container-platform/4.14/installing/installing-fips.html
we have a note about
"To enable FIPS mode for your cluster, you must run the installation program from a RHEL computer configured to operate in FIPS mode"
When the host is in FIPS mode, a dynamically-linked build of the installer is required. RHEL 8 & 9 have different versions of OpenSSL, so there's no one build that can work on both, for RHEL-9 hosts that's in FIPS mode, the installation program can't work now.
