TALM 4.11.0 precache image fails on a 4.10 SNO

      This is a clone of issue OCPBUGS-2600. The following is the description of the original issue:
      —
      Description of problem:

      While attempting to upgrade SNOs with TALM, if the precache image does not match the SNO OCP version then the precache job ends in error.

      Version-Release number of selected component (if applicable):

      Hub OCP 4.11.8
SNO OCP 4.10.32
SNO upgrade OCP version 4.11.5

TALM Container Image Version: 4.11.0
TALM Precache Container Image Version: 4.11.0
