[release-4.10] go.mod should beworking with golang-1.17 and golang-1.18

The azure-file-csi-driver image started to fail to build recently for 4.10. [Example](https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=48413284) with [cachito log](https://cachito.engineering.redhat.com/api/v1/requests/480844/logs) says:
```The command "go list -m" failed with: go: inconsistent vendoring in /var/lib/cachito/bundles/temp/480844/app:
	sigs.k8s.io/azurefile-csi-driver: is marked as replaced in vendor/modules.txt, but not replaced in go.mod
	To ignore the vendor directory, use -mod=readonly or -mod=mod.
	To sync the vendor directory, run:
		go mod vendor```

Cachito updated its golang to 1.18.
