Description of problem:

    Click 'View shortcuts' cannot close the pops up windows in ImportYAML page, compare the same behavior in 4.14, the windows should be closed.

Version-Release number of selected component (if applicable):

    4.15.0-0.nightly-2023-12-25-100326

How reproducible:

    Always

Steps to Reproduce:

    1. Navigate to Import YAML page
       /k8s/all-namespaces/import
    2. Click the 'View shortcuts' and make sure the pops up window is opened
    3. Click the 'View shortcuts' again, check if the pops up windows is closed

Actual results:

    the pops up windows still open

Expected results:

     the pops up windows should be closed
