[vsphere] IPI destroy cluster failed to delete TagCategory

      After running ./openshift-install destroy cluster, TagCategory still exist

          Also reproduced in openshift-install-linux-4.14.0-0.nightly-2023-12-20-184526,4.13.0-0.nightly-2023-12-21-194724, while 4.12.0-0.nightly-2023-12-21-162946 have not this issue

            Bugs should not be moved to Verified without first providing a Release Note Type("Bug Fix" or "No Doc Update") and for type "Bug Fix" the Release Note Text must also be provided. Please populate the necessary fields before moving the Bug to Verified.

            Pre-merge testing with PR https://github.com/openshift/installer/pull/7876 passed and added qe-approved, thanks.

             

            Steps:

            1, create payload with above PR using cluster bot

            build openshift/installer#7876

            2, install cluster with payload generated

            3, destroy cluster, check TagCategory is removed.

            Looks like this bug is far enough along in the workflow that a code fix is ready. Customers and support need to know the backport plan. Please complete the "Target Backport Versions" field to indicate which version(s) will receive the fix.

            It looks like this was a regression introduced about 14 months ago.  The value of the tag name being passed in to the delete function is getting smashed and nothing ends up matching and the function returns without an error.
