Downward API (annotations) is missing PCI information when using the tuning metaPlugin on SR-IOV Networks

Description of problem:

Application of customer uses the Downward API (/etc/podnetinfo/annotations) to get the pci-addresses for SR-IOV interfaces. However, when it adds the tuning metaplugin for sysctl configuration on the SR-IOV Networks, it does not get the pci-addresses for the SR-IOV interfaces.basically customer want to fetch the PCI-ID to bind the interface with the application and dpdk driver.
