      Description of problem:

      
      When customer applying a NNCP with SRIOV configure which is overlapping
      with SRIOV-network-operator, NetworkManager might break what the setup done by sriov-network-operator

      100%
          

      Steps to Reproduce:

          1. Install OCP cluster with both SRIOV and nmstate operators installed.
          2. Use SR-IOV operator to enable SR-IOV on a interface.
          3. Try to apply a NNCP to change SR-IOV settings
          

      Actual results:

      
      Nmstate will instruct NetworkManager to control the SRIOV which might break
      the network setup.
      
          

      Expected results:

      
      Generate warning or fail the NNCP apply when overlap been found.
