Description of problem:
when installing a cluster, ignition works on some nodes in the cluster but fails on other nodes. can we control plane of worker
Version-Release number of selected component (if applicable):

How reproducible:
Happens about 30-40% of the nodes in a cluster
Steps to Reproduce:
1.Prepare nods for iso boot
2.boot from iso
3.ignition fails and node drops into emergency shell
Actual results:
Ignition fails and node cannot proceed
Expected results:
ignition works and nodes are added to the cluster
