Description of problem:
Users could modify the settings of VFs which have been configured by the sriov operator. Reconciliation loop should already happen when these changes are detected in the generic plugin.

Modify MTU outside of SRIOV, e.g.
ip link set dev enp5s0f1v0 mtu 1500
Steps to Reproduce:
1. install OCP 4.12.z and SRIOV operator
2. modify MTU from outside, e.g. via node: ip link set dev enp5s0f1v0 mtu 1500
3. enable or disable etcd encryption
Actual results:
enabling or disabling etcd encryption is triggering sriov to drin nodes
Expected results:
SRIOV should already act - and drain node for MTU correction - without sth external (in this case etcd encryption) triggering
