Looking at the periodic-ci-openshift-multiarch-master-nightly-4.15-ocp-e2e-upgrade-gcp-ovn-heterogeneous history the install failures appear to have started 12/4 with 1731862279885950976 it looks like 4-dev-preview-multi:4.15.0-ec.3 installed fine previously based on 1731726304971067392 so not sure what changed
But installs now fail with
