4.12 cluster installation fails within ACM 2.8 when LLDP is enabled

    Description

      Description of problem:

          Unable to install a 4.12 cluster(bonding) on ACM 2.8 version while installing in ACM 2.7 works. The symptom is that the node loses connection when the nodes boots up for the first time, connection only stays for 60 seconds. We found that it's trying to communicate back to the Hub cluster on port 5050. 
      
          Unhandled error: requests.exceptions.ConnectionError: HTTPSConnectionPool(host='xx.xx.xx.xxx', port=5050)
      
      We see that with ACM 2.8 this is a new port that has been added, firewall has configured properly. We also checked that xx.xx.xx.xxx node in the ACM cluster and it isn't listening on port 5050 at all. So that's why the managed cluster can't talk back to the hub cluster.
      
      However, disabliong the LLDP on switches will let it installs. All this worked fine when using ACM 2.7 version FYI.
