OCP on OSP UPI docs indicate how to install the required packages for running UPI playbooks [1]:

$ sudo yum install python3-openstackclient ansible python3-openstacksdk python3-netaddr

ansible-collections-openstack should be added to the list so it's installed from the configured repo.

If the collection is installed from source via ansible-galaxy there is no dependency version match guarantee.

There is a dependency between the openstack ansible collection and openstacksdk and the version dependency between them is met by installing both packages from the OSP tools repository.
