            tested with 4.16.0-0.nightly-2023-12-21-211115, 4.16 prom-label-proxy-container image is consistent with ART

            base image is rhel-8, not rhel-9, I see other similar bugs, for example OCPBUGS-24914, base image is rhel-9, https://github.com/openshift/prometheus-operator/pull/268/files

            Bugs should not be moved to Verified without first providing a Release Note Type("Bug Fix" or "No Doc Update") and for type "Bug Fix" the Release Note Text must also be provided. Please populate the necessary fields before moving the Bug to Verified.
