[sig-arch] events should not repeat pathologically for ns/openshift-dns failing

      The cluster-dns-operator was previously setting the service.kubernetes.io/topology-aware-hints annotation on DNS service without considering the number of availability zones. This caused clusters in which all nodes had the same topology.kubernetes.io/zone label value to emit "TopologyAwareHintsDisabled" events repeatedly. The cluster-dns-operator now ensures the nodes belong to different zones when setting the service.kubernetes.io/topology-aware-hints annotation.
