Description of problem:
OpenShift-Samples cluster Operator takes around 45-50 minutes to join the cluster deployed using Assisted installer v2.26.0. The cluster deployed is OpenShift SNO in a restricted environment.

Steps to Reproduce:
1. Deploy OpenShift SNO cluster in a disconnected environment using Assisted Installer
Actual results:
openshift-samples takes around 45-50 minutes to join back to the cluster
Expected results:
operator should be deployed immediately.
Additional info:
Customer's notes :- After the deployment of the cluster, our automation performs an health check which has failed due to the following reason: openshift-samples "status" was empty as you can see from the shared screenshot. The operator was able to be "Available" only after 45-50 minutes from the deployment. Customer provided must-gather, sosreport and inspect of the cluster operator
