Missing step of creating oidc provider, means cluster wont build

    Every time

    1. follow instructions
    2. Cluster build hangs at waiting to start
    3.

Actual results:

    cluster wont build

Expected results:

    ```Cluster should build after following instructions``` should be added after the create oidc config command
