* Previously, the installation program would not prevent a user from installing a cluster on a cloud provider with the Cloud Controller Manager disabled, which would fail without a helpful error message. With this update, the installation program produces an error informing the user that the Cloud Controller Manager capability is required for installations on cloud platforms. If ccm disabled in cloud such as aws, installation will continue until failed in ingress LoadBalancerPending

1. Build image with pr openshift/cluster-cloud-controller-manager-operator#284,openshift/installer#7546,openshift/cluster-version-operator#979,openshift/machine-config-operator#3999 
2. Install cluster on aws with "baselineCapabilitySet: v4.14"

Actual results:

Installation failed, ingress LoadBalancerPending.
