baremetal-operator timestamps have no subsecond precision

      This is a clone of issue OCPBUGS-23143. The following is the description of the original issue:

      In controller-runtime 0.14 (which was first used in baremetal-operator in OpenShift 4.14), the default format for log timestamps changed to RFC3339.

      RFC3339 is an ISO8601-compliant timestamp with no subsecond precision. This makes debugging harder.
