[OKD] Master-0 does not join the bootstrap control plane

      Description of problem:

      The installation of a compact cluster using the latest 4.15 OKD fails because master-0 is not able to join the temporary control plane.    

      Version-Release number of selected component (if applicable):

      4.15.0-0.okd-2023-12-01-085254

      How reproducible:

      Always on OKD/FCOS

      Steps to Reproduce:

          1. Install an OKD/FCOS with agent-installer
          2. 
          3.
          

      Actual results:

      The master-1 and master-2 nodes join the cluster. Master-0 doesn't.
      The master MCP is degraded with 
      
      Node master-01 is reporting: "command \"/usr/bin/rpm -qf /etc/audit/rules.d/mco-audit-quiet-containers.rules\" returned with unexpected error: error: file /etc/audit/rules.d/mco-audit-quiet-containers.rules: Permission denied\n: exit status 1", Node master-02 is reporting: "command \"/usr/bin/rpm -qf /etc/audit/rules.d/mco-audit-quiet-containers.rules\" returned with unexpected error: error: file /etc/audit/rules.d/mco-audit-quiet-containers.rules: Permission denied\n: exit status 1"

      Expected results:

      The MCP master is not degraded and master-0 can join the cluster after rebase and reboot
