OVN silently failing in case of a running pod

      Description of problem:

      Not only terminating pods to be seen on non-existing nodes but also happens for running pods.

      Usually pods on non-existing nodes shouldn't have status Running, probably related to this https://github.com/kubernetes/kubernetes/issues/118261
