ccoctl does not work after ART moving OCP images to RHEL9

      Description of problem:

      After ART moving OCP images to RHEL9, ccoctl always gets the following error:

      [root@preserve-gpei-worker artifacts]# ./ccoctl

      ./ccoctl: /lib64/libc.so.6: version `GLIBC_2.32' not found (required by ./ccoctl)

      ./ccoctl: /lib64/libc.so.6: version `GLIBC_2.34' not found (required by ./ccoctl)

      Always

       

      Version-Release number of selected component (if applicable):

      https://amd64.ocp.releases.ci.openshift.org/releasestream/4.15.0-0.nightly/release/4.15.0-0.nightly-2023-11-28-101923

       

       Steps to Reproduce:

      1. Extract the ccoctl tool from the image
      2. Run ccoctl

       

      Actual results:

      [root@preserve-gpei-worker artifacts]# ./ccoctl

      ./ccoctl: /lib64/libc.so.6: version `GLIBC_2.32' not found (required by ./ccoctl)

      ./ccoctl: /lib64/libc.so.6: version `GLIBC_2.34' not found (required by ./ccoctl)

       

      Expected results:

      Ccoctl tool works correctly

       

      Additional info:

      It worked in the previous 4.15 nightly builds
