      Description of problem:

       Cannot create SNO spoke cluster with bonded networking.

      Version-Release number of selected component (if applicable):

      * OpenShift 4.12.24 provisioning on ACM 2.7.6 works, no issues
* OpenShift 4.13.10 provisioning on ACM 2.7.6 works
* OpenShift 4.12.43 provisioning on ACM 2.9/MCE 2.8 fails
* OpenShift 4.14.2 provisioning on ACM 2.9/MCE 2.8 fails

      How reproducible:

      Steps to Reproduce:

      1. Install OpenShift 4.12/4.13
2. Install ACM 2.9 / MCE 2.8
3. Try to install spoke SNO cluster on bare metal with a bonded network.

      Actual results:

      SNO cluster does not come up after reboot

      Expected results:

       Installation successful.

      Additional info: 

      PowerEdge R6525 with 2.12.4 BIOS and 7.00.30.00 iDRAC firmware The network cards are NVIDIA ConnectX-6 Lx 2x 25G SFP28 OCP3.0 SFF with 26.36.10.10 firmware.
