[RHOCP] 4.12 install plan doesn't get created at operator upgrade

      Install plan didn't get created at the time of operator upgrade

      How reproducible:

      Random

      Steps to Reproduce:

          1. OLM in disconnected cluster with custom catalog
    2. Upgrade an operator to next version
    3.

      Actual results:

      Install plan didn't regenerate for new subscription

      Expected results:

      New install plan should get created and operator should upgrade successfully

      Additional info:

      There was bug earlier opened for same issue which was not tracked and closed without investigation.
