Description of problem:
When ZTP 4.15 is used, getting the following error when attempt to login to gitops console . Failed to query provider "https://openshift-gitops-server-openshift-gitops.apps.kni-qe-61.lab.eng.rdu2.redhat.com/api/dex": oidc: issuer did not match the issuer returned by provider, expected "https://openshift-gitops-server-openshift-gitops.apps.kni-qe-61.lab.eng.rdu2.redhat.com/api/dex" got "https://openshift-gitops-server/api/dex"

Steps to Reproduce:
1. configure ztp 4.15 and trigger SNO deployment via gitops ZTP
2. attempt to login to gitops console to monitor application status
get console url via oc get route
open "openshift-gitops-server-openshift-gitops.apps.kni-qe-61.lab.eng.rdu2.redhat.com" in browser
click "log in via openshift"
Actual results:
Following error is seen in browser:

Expected results:
able to login to gitops console via openshift
Additional info:
I was able to login to gitops console when ZTP 4.14 was used on the same hub cluster.
