      [LVMS] After OCP upgrade workload annotations are missing in topolvm-controller deployment

      How reproducible:

      Always

      Steps to Reproduce:

      1. Setup OCP 4.12 and install lvms stable released 4.12
      2. Upgrade OCP cluster from 4.12 to 4.13 
      3. Now upgrade lvms from 4.12 to 4.13
      4. After successful lvms upgrade, check workload annotations in lvms-operator and topolvm-controller deployments
      5. Annotations are not present in topolvm-controller deployment 

      Actual results:

      Annotations are not present in topolvm-controller deployment, present only in lvms-operator deployment

      Expected results:

      Annotations should be present in topolvm-controller deployment as well
