When changing a lb service to another type, the freed ip is not reused

When we change the type of a service from LB, an IP is freed. If there's a service waiting for it, it doesn't get it automatically

Always

1. Create a pool with one single IP
2. Create two services of type LB
3. Change the service type of one (to nodeport, clusterip)

The service that is still loadbalancer is still in pending

The service that is still loadbalancer should get the ip
