oc-mirror is GA in 4.11 and can actually be used with older versions of OCP, starting with OCP 4.9. Since oc-mirror doesn't directly interact with a running OCP cluster, the support scope for a particular OCP version really just concerns the ability to mirror that versions core payload images and operator catalog content. The support starts with 4.9 and extends to all currently supported OCP releases at all time. oc-mirror is shipped alongside OCP for convenience but not constraint to shipping with OCP versions. This means Red Hat is not maintaining OCP-version specific releases of oc-mirror and customers should always download the newest available version of the plugin.
