Description of problem:
The SQLite based catalogs are deprecated since OCP 4.11 (source). The ExternalDNS Operator's repository needs to provide a way build a file based catalog from the bundle manifests. The ExternalDNSOperator CI should not rely on the building of the SQLite catalog, moving to FBC guide needs be followed.

DEPRECATION WARNING: Building index images is deprecated and will be removed from ci-operator soon.
Expected results:
No deprecation warning in CI jobs. ExternalDNS Operator's repository has make commands to build FBC.
