Description of problem:
The SQLite based catalogs are deprecated since OCP 4.11 (source). The ALBO repository needs to provide a way build a file based catalog from the bundle manifests. The ALBO CI should not rely on the building of the SQLite catalog, moving to FBC guide needs be followed.

The CI jobs print the deprecation notice:
DEPRECATION WARNING: Building index images is deprecated and will be removed from ci-operator soon.
    

Expected results:

No deprecation warning in CI jobs. ALBO repository has make commands to build FBC.
