Description of problem:

The cluster-version operator and oc adm upgrade ... learned about conditional updates in 4.10, and we have existing docs around them for oc adm upgrade ... and in generic channel docs, but we don't cover conditional updates today in the web-console update docs.

The web-console UX landed in 4.11 and was backported to 4.10.16. My understanding is tat 4.10 docs implicitly assume the reader is on the most recent supported 4.10.z, in which case we'd want to doc the web-console UX in 4.10 and later.
