      Steps to Reproduce:

      1. Create cluster using flexy template.  
      aos-4_15/ipi-on-aws/versioned-installer-customer_vpc-disconnected_private_cluster 
      LAUNCHER_VARS: 
        use_internal_opsrc: "yes"
      OR
      aos-4_15/ipi-on-aws/versioned-installer-fips-ci
      LAUNCHER_VARS:
        cco_manual_creds: "static"
        credentials_mode: "Manual"
      2. Try to install AWS EFS operator and driver from ocp operator hub 
      3. Check all the EFS opertor, node, controller pods are up and running.
      

      Actual results:

      EFS controller pods are in containercreating state

      Expected results:

      EFS controller pods should be up and running

      Additional info:

      To make EFS controller pods up and running, need to install secret manually with name "aws-efs-cloud-credentials".
