The agent assumes that once it is registered with the assisted-service, the assisted-service will always remember it. In the hosted service that's true.

In our case if the rendezvous host is rebooted, or an error causes the assisted-service to restart, it will start up with an empty DB. Existing agents will not re-register, so installation cannot proceed until all hosts are rebooted (or their agents restarted).
