Description of problem:
There is special logic in ovnk to handle moving an ip between pods during KubeVirt (OpenShift Virtualization) live migration. This logic works great when the migration succeeds, but when a live migration fails, the routing to the remaining active pod hosting the VM breaks.

Steps to Reproduce:
1. Start a hypershift/kubevirt guest clsuter 2. run the conformance tests 3. live migrate a VM (it will fail due to https://issues.redhat.com/browse/CNV-34724)
Actual results:
the vm that failed live migration will lose network connectivity
Expected results:
network connectivity is not impacted
