Description of problem:
For the last couple of months, the following test in ci/prow/e2e-ibmcloud-csi is consistently failing:
: [Jira:"NetworkEdge"] monitor test service-type-load-balancer-availability setup
{ failed during setup
error waiting for replicaset: failed to create RC "service-test": replicationcontrollers "service-test" already exists}
The first instance I see is on Sept 18 from this openshift-bot PR:
