OLM unable to install ODF operator due to "failed to update install plan bundle lookups: Request entity too large: limit is 3145728"

Customer is attempting to reinstall ODF operator, but it is getting stuck in install due to:

The case is 03621108 and a fresh must-gather has been added.

I attempted recreate in clean / new cluster and was unable to do so.  I am not sure if this is environmental or not.  Customer is running a disconnected cluster.
