[AWS] IPI installation is not supported in C2S regions

      Previously, installing a cluster to the AWS Commercial Cloud Services (C2S) `us-iso-east-1` region failed with an error message stating an `UnsupportedOperation`. With this fix, installing to this region now succeeds. (link:https://issues.redhat.com/browse/OCPBUGS-2324[*OCPBUGS-2324*])

      IPI installation failed in AWS, CreateVpcEndpoint not supported in C2S region

      Steps to Reproduce:

      IPI installation in AWS
      
      1. terraform apply
      2. When using a aws_vpc_endpoint resource with aws terraform provider >= 2.53.0 in the C2S regions (us-iso*), an error is thrown stating UnsupportedOperation.

      Actual results:

      Unable to install OCP 4.X in AWS C2S(top-secret) region

      Expected results:

      IPI installation in AWS C2S region
