Description of problem:
Clarify if configuring egressIP is supported in OSD/ROSA

Actual results:
Current documentation regarding "Cluster egress" [1] only shows how to get the egress IPs automatically assigned to the cluster, but not how to configure egressIPs
Expected results:
Clarify if it's supported to configure egressIP in OpenShift SDN and/or OVN Kubernetes, and how to do it.
Additional info:
As per [2] [3] and [4], it seems that it's supported (but not clear if with both SDNs, or from which OCP releases).
