Setting network at install does not work with Tang disk encryption

      Description of problem:

      When installing RHCOS with static or bonded network settings and root disk encryption using a Tang server, upon reboot the disk fails to come up.  Using --copy-network does not seem to work.
      Have confirmed access to the Tang server.

      Steps to Reproduce:

      1.  Try to install RHCOS with network configs applied either with nmstate yaml files or kargs
      2.  Set disk encryption using a Tang sever
      
      

      Actual results:

      Upon reboot, the disk never comes up.  Theory is chicken/egg, where to talk to the Tang server network is needed, but to read the disk for the network config Tang comms are needed.
      

      Expected results:

      Nodes boot.
