Description of problem:
When installing RHCOS with static or bonded network settings and root disk encryption using a Tang server, upon reboot the disk fails to come up. Using --copy-network does not seem to work. Have confirmed access to the Tang server.

1. Try to install RHCOS with network configs applied either with nmstate yaml files or kargs 2. Set disk encryption using a Tang sever
Actual results:
Upon reboot, the disk never comes up. Theory is chicken/egg, where to talk to the Tang server network is needed, but to read the disk for the network config Tang comms are needed.
Expected results:
Nodes boot.
