Technology Preview sub-section, in Release Notes Section does not mention the status of the mutlus GA.

1. according to the relaese notes here :  https://access.redhat.com/documentation/en-us/red_hat_openshift_data_foundation/4.14/html-single/4.14_release_notes/index#general_availability_of_multi_network_plug_in_multus_support

Multus is GA/supported and not anymore in Tech Preview. but I cannot see that in docs.openshift.com documentation (4.14; 4.13, )
