Description of problem:
cert-manager operator v1.11.5 installed from console spins forever even if CLI checks all operands are installed, see screenshot. v1.11.4 does not have this issue.

cert-manager operator bundle version v1.11.5-5 on OCP 4.14.0-0.nightly-2023-11-08-004805
How reproducible:
Tried twice, always reproduced.
Steps to Reproduce:
1. Install pre-release cert-manager operator v1.11.5 from console. 2. Check operands. 3. Check console
Actual results:
2. At 2023-11-09 11:14:52 CST, check console, it still spins with "Installing Operator", see screenshot. And it only shows "provided by Red Hat" without "1.1x.x". While before, it showed "1.1x.x provided by Red Hat"
Expected results:
3. Should not spin. Should show "Installed operator: ready for use"
Additional info:
On the same cluster, tried the released v1.11.4, no such issue.
