Node drain does not work correctly with local-data pods

      WMCO was missing a field required for draining nodes with emptydir volumes attached. As a consequence, customers that had nodes with emptydir data volumes would see the following error in the logs: 'cannot delete Pods with local storage'. The necessary field was added to the node drain helper struct in WMCO and as a result, customers are able to drain nodes with emptydir volumes attached.

      Description of problem:

      When performing an upgrade to WMCO 7.1.1, nodes did not correctly drain pods with local data and drains were applied spontaneously rather than in rolling fasion.

      Actual results:

      Nodes drains do not handle local data pods well and drains do not appear to happen in rolling fashion.

      Node drains would account for local data and operate in rolling fasion.
