Description of problem:
We'd like to be able to specify the ntp servers during the IPI installation we're trying to install our OpenShift cluster in a disconnected environment with Internet access and use an internal ntp server. The issue that we have is installing/bootstrapping the cluster we sometimes get the server delivered with an incorrect date/time which prevents us to bootstrap the cluster. During the initial cluster installation bootstrap with the IPI installation, the RedHat ntp servers are always used.

How reproducible:
The Partner has followed these Solutions below (edit bootstrap ignition and supply machine config) but they are unable to set the NTP servers.

Actual results:
The NTP servers remain on the default ones instead of the ones specified by the partner.
Expected results:
They would like to use their own NTP servers.
