This appears to be a permafailing test:
[sig-devex][Feature:Templates] templateservicebroker bind test [apigroup:authorization.openshift.io][apigroup:template.openshift.io] should pass bind tests [Suite:openshift/conformance/parallel]
It has some skip logic that's looking for the template service broker. I don't know what it is, but doesn't seem like any jobs ever actually run this test in 4.12. Can it be removed?
Part of tempalteservicebroker lived in openshift apiserver, separate piece in controller we shipped that allowed a bind object to function. Depending on where this fails we may have more interest in fixing. 1.25 kube update permabreaks template apis. Would like to see the diff failure modes to know how to proceed.
