Description of problem:
As per this documentation https://64835--docspreview.netlify.app/openshift-enterprise/latest/networking/ovn_kubernetes_network_provider/configuring-ipsec-ovn#nw-ovn-ipsec-north-south-enable_configuring-ipsec-ovn There is a mention of 'ipsec-endpoint-config.conf' file and it says that would be consumed in the next steps but there is no mention about the file after the step1 in the above document. Can we update the document to include the actual location for the above file and how to push it if it is not using machine-config.

Actual results:
The file ipsec-endpoint-config.conf is expected to be created by the user but there is no mention step1 as to what should be done with the file and where to place it and how to push it to OCP nodes.
Expected results:
Ideally, the file ipsec-endpoint-config.conf container connection details and resides in /etc/ipsec.d/ directory but we need to ensure it is the expected location of the file and it is not removed after the reboot or upgrade for the node is done.
