Nodes stuck in inspecting when expanding IPI cluster with dual-stack static networking.

      Description of problem:

      Unable to add nodes to IPI cluster with static dual-stack networking.
Adding same nodes with plain "vanilla" baremetalhost CR works fine.

      Version-Release number of selected component (if applicable):

      How reproducible:

      Reproducible on client cluster.

      Steps to Reproduce:

      1. Create 4.12.4 cluster with networking configured via custom worker machine config manifests.
2.  Attempt to add new nodes to expand cluster with dual stack static IP addressing configured in baremetalhost CR.

      Actual results:

      Nodes' bmh get stuck in "inspecting", nodes never power on.

      Expected results:

      Nodes join cluster.

      Additional info:

      If customer tries to manually power on the nodes, they immediately get powered down.
If I search the metal3 logs for the latest node failure, there are messages about the node not being found.
