In dev-scripts when the config image is created, i.e. when

export AGENT_USE_APPLIANCE_MODEL=true

any extra manifests that were added to ocp/ostest/openshift (for example for mce or others) were not included in the configImage. This is because the configImage is run in ocp/ostest/configimage and doesn't detect the extra manifests. The 'openshift' directory containing the extra manifests must be copied to ocp/ostest/configimage.
