sriov-operator ci/prow/operator-e2e job doesn't intercept breaking changes

      Description of problem:

      ci/prow/operator-e2e job is supposed to run a set of tests against  PR changes, but it always run against latest quay.io/openshift/origin-sriov-network-webhook:4.15 , giving a false green flag on the PR
