current DPLL API in rhel 9.2 has changes to API that breaks intree API's
This needs to fix DPLL api.

Expected Result
With RHEL 9.2 DPLL events should be triggered on event changes like rebooting of GNSS and during initial state changes

Actual Result:
Using RHEL 9.2 will not generate any DPLL events.
